Kitwe mayor asks for review of emoluments

THE Ministry of Local Government and Rural Development should motivate civic leaders by re-looking into their conditions of service and possibly engaging the emoluments commission on the same issue,” Kitwe Mayor Mpasa Mwaya has said .
Ms Mwaya said civic leaders needed to be motivated through emoluments and this was why they were asking the Ministry of Local government to engage the emoluments commission so that their emoluments could be revised.
Ms Mwaya was speaking when she gave a vote of thanks to Local Government Minister Garry Nkombo during the on-going orientation workshop for civic leaders which is being held at Moba hotel in Kitwe,
“As civic leaders from various districts in Zambia and in Kitwe in particular, we are grateful that you, our Minister, you found time to officiate at this orientation workshop. Your thoughts have enlightened us and showed us your path.
“As we go through your thought provoking speech, we would like to ask your Ministry to motivate us by re-looking at our conditions of service. We are asking your Ministry to engage the emoluments commission on the issue of our emoluments,” Ms Mwaya said.
And speaking earlier, Mr Nkombo urged councillors and council employees, particularly those in senior management to develop a good or positive attitude towards each other so that together they could work towards delivering development to the people.
Mr Nkombo said it was retrogressive to be spending most of the time ironing out or resolving personal differences between the council chairperson and council secretary , instead of planning how best to improve service delivery.
“As civic leaders, let us have good attitude towards each other and towards work. I am just from one council which I will not mention where the Council Chairperson and Council Secretary had differences arising from attitude.
“We spent a lot of hours resolving the differences. The time we spent resolving differences could have been spent on progressive issues. So please, we are here to work and so let us have a good attitude,” Mr Nkombo said.
Mr Nkombo also advised the management, councillors and the council chairpersons to know their boundaries to avoid unnecessary clashes and differences for the sake of peace and harmony in the local authorities
He said the management, councillors and the council chairpersons should read the orientation manual book which the ministry, through the Chalimbana Local Government Training Institute in partnership with other stakeholders had come up with .
“If you read this manual book, you will know what is expected of you. It will help you to understand and define the roles of each other to avoid overstepping the boundaries and conflicts ,” he said.
