LOCAL Government and Rural Development Permanent Secretary for Technical Services, Nicholas Phiri, has disclosed that consumption of the Constituency Development Fund (CDF) in some constituencies is still low with some constituencies recording zero percent consumption.
Mr. Phiri said it is concerning to note the difference between the highest consumption rate which stands at 98 percent and the lowest at zero and encourages the local authorities to seek guidance where they face challenges.
