‘Zambians must reject wamuyaya president’

By BARNABAS ZULU ZAMBIANS should rise and strongly resist any attempts by the UPND to mutilate the Constitution by expunging the presidential term limit in a bid to extend indefinitely President Hakainde Hichilema’s term beyond the constitutional two-five year term limit, Brebner Changala has said. Mr Changala, a civil rights and political activist has warned that the removal of presidential term limits had the real danger of having the country balkanised, stressing that the country’s economic development depends on strong governance institutions and policies rather than extending the tenure of one individual. He was reacting to remarks by UPND Kazungula North Member of Parliament Clement Andeleki, who has argued that presidential term limits hinder development. Mr Changala said he disagreed with Mr Andeleki’s call to expunge the presidential term limit, warning that such actions could weaken accountability and increase the risk of abuse of power. “Development is not built by one individual but by strong institutions, policies and systems that outlive any president. The most developed nations in the world have term limits,” he said. Mr Changala said the country’s political history demonstrated the importance of limiting presidential tenure, noting that it introduced multiparty democracy and presidential term limits in 1991 after years of one-party rule. He said attempts to remove term limits in 2001 were rejected by Zambians because of concerns about concentrating power in one individual. Mr Changala also argued that a political party with a strong vision should be able to identify another capable leader to continue its programmes when the incumbent president leaves office. He said true leadership should be measured by the ability to establish institutions and systems that continue functioning after a president leaves office.
