GOVERNMENT should consider a debt swap for civil servants because they are being choked by indebtedness, Mulenga Fube said.
Mr Fube said in an interview that many civil servants were trapped in debt and were failing to manage their daily life with their emoluments because of the huge debt they owed and it was time government reverted to the debt swap.
