MARKETEERS CALL FOR BROADER CONSULTATION FOR BILL 7

THE Zambia National Marketeers Credit Association (ZANAMACA) has welcomed the deferment of Bill No. 7 of 2025, emphasising the need for thorough national consultation on legislation affecting critical sectors, including marketeers.
ZANAMACA president Mupila Kameya hailed President Hakainde Hichilema’s decision to instruct the Minister of Justice to postpone the Bill to allow for wider stakeholder engagement.
Mr. Kameya said the move reflected the government’s strong commitment to democratic governance and inclusive decision-making.
“By fostering public discourse around the Bill, ZANAMACA believes that the resultant legislation will better capture the diverse interests and needs of the Zambian people, thereby enhancing effective governance and promoting national cohesion,” he stated.
Mr. Kameya underscored the importance of involving Non-State Actors, particularly organisations representing the informal economy, in reviewing both the legislative roadmap and proposed amendments.
“NSAs play a crucial role in articulating the interests and perspectives of various communities, including marginalised groups. Their participation ensures that legislation is grounded in the practical realities faced by citizens, making it more effective and inclusive,” he added. He also highlighted the significance of the government’s ongoing efforts to review the NGO Act and the proposed NGO Bill, describing the process as a pivotal opportunity for civil society in Zambia. “A comprehensive review will provide NGOs with much-needed clarity and stability within the legal framework governing their operations. Clear and supportive regulations will enable NGOs to operate more efficiently, streamline project implementation, and focus on their core mandates,” Mr. Kameya said.
ZANAMACA has since urged the Ministry of Justice to uphold principles of transparency, accountability, and public engagement throughout the legislative process to strengthen public trust and foster collective ownership of the country’s development agenda.
