Thabo Kawana earning illegal salary – Kafwaya

THABO Kawana’s position as director at the Ministry of information and Media was not funded because
it was not provided for under the 2022 budget and one would wonder how he was getting paid to afford
a vehicle costing US$ 50, 000, Lunte Member of Parliament Mutotwe Kafwaya has said.
Mr Kafwaya said the position of Mr Kawana at the ministry was just created and the first time the
position would be funded would be under the 2023 budget, which means there was no treasury
authority for him to get paid.
He said if Mr Kawana was getting paid, then he should explain how he was getting his salary and from
which position, and how he was getting a salary from a position that did not exist.
“Has the UPND become so reckless that they are now paying people outside the provided civil service
for positions we want to know because the 2023 budget is not functional yet,” Mr Kafwaya said.
Mr Kafwaya said that Mr Kawana claimed that the money he had used was a loan but wondered how he
would be able to support his loan claim.
He said time would come for Mr Kawana to account even if the government was shielding him from his
transgressions.
Mr Kafwaya said if Mr Kawana was employed during the PF administration with a portfolio of directors
with no people in the directorate, Zambians would have been shocked at what the UPND would have
done to him including those who would have employed him.
He said no one was talking about Mr Kawana in the UPND because they were the ones who had created
the form of corruption being perpetrated.
Mr Kafwaya it was unfortunate that the fight against corruption in Zambia was targeted at the PF leaving
out all other forms of corruption that was happening in the present.
