Nothing irregular about Stardy Mwale’s authorisation of US$1.6m payment, court told

THE Lusaka Magistrate Court has heard that there was nothing irregular about former Ministry of Defence Permanent Secretary Stardy Mwale’s authorisation of over US$1.6 million payment for the supply of Zambia National Service (ZNS) officers’ uniforms in September 2017.
