KAMBWILI’S VEHICLE WAS NOT REGISTERED, COURT TOLD

A ROAD traffic inspector at RTSA yesterday told the Lusaka Magistrates Court that he was the one who impounded Chishimba Kambwili’s motor vehicle, a Jaguar CK900 on August 13 because it was not registered in the RTSA system.

This was in a matter which came up for trial yesterday before magistrate Brian Simachela.

In the first count, it was alleged that Kambwili was knowingly in charge of a motor vehicle; a Jaguar, bearing a false registration mark ‘CK900.’

Particulars of the offence were that Kambwili on the 13th August 13,  in Lusaka, being the registered owner of Jaguar registration Number AOB 2949, knowingly put a false registration mark ‘CK900’ on the vehicle which was being driven by Chileshe Chileshe on Dedan Kimathi Road.

In the second count, Kambwili is alleged to have permitted someone without a driver’s licence to drive his car.  And in count three, it was alleged that the car had no certificate of insurance.

In court yesterday, Mr Kabulo Chikowa, 31, testified that on the material day he was on duty from 14.00 to 19.00 hours when he impounded Kambwili’s vehicle on Dedani Kimathi Road in Lusaka.

He told the court that he was with colleagues when he saw a Jaguar motor vehicle bearing registration number CK900 and tried to verify for compliance from the RTSA call centre offices via radio.

“Upon verifying from our offices, I got the news that the motor vehicle marked CK900 did not exist in the system which keeps records of all motor vehicles in Zambia,” he said.

Mr Chikowa testified that upon receiving that information, he immediately stopped the motor vehicle and further scrutinised why that vehicle did not exist in the system.

He told the court that there were three people in the vehicle and later asked for a driver’s licence which the driver did not have.

The witness said when the driver was discovered unlicensed, he (the driver) made a phone call to someone while in the vehicle saying that the vehicle had been impounded.

It was discovered that the person he was talking to was Chishimba Kambwili through the tone of his voice,” he said.
