KITWE PLOTS SCANDAL EXPOSED – UPND CADRES, MINISTER ON SPECIAL LIST

A LIST of UPND cadres including a named minister has allegedly been submitted for illegal allocation of plots in Kafue Park area of Kitwe by the Kitwe City Council (KCC).

According to the list which has gone viral and allegedly submitted by Director of Legal Services Luchinde Tembo Chilinda, the plots have been recommended to Ministry of Lands for title deed to be issued.

Besides the list, there is a voice note of suspected UPND cadres complaining of having being left out on the list to get plots despite putting much effort to ensure UPND was strong and emerged victorious in the August elections.

Some senior council officers and councilors confirmed to the Daily Nation that there was an arrangement between the council and UPND cadres to allocate them plots in Kafue Park.

The officers said it was after agreeing with council management that the list of UPND cadres which has gone viral came up but that it was accidentally leaked by one of the councilors.

“The story is true and we know it, but the management is only denying it to save its face. There is confusion now because management cannot tell off UPND cadres for fear of being fired. So there is confusion,’’ said one senior official.

But Kitwe Mayor Mpasa Mwaya said there was nothing sinister about UPND cadres applying for piece of land.

Ms Mwaya said any one was free to apply for a piece of land and so people should not make an issue out of it

“Yes, i have seen the list and i can tell you that there is nothing sinister about it because they are merely applying for a piece of land. Any one can apply for a piece of land, “ Ms Mwaya said

Some Kitwe residents however said it was too early for UPND cadres to start sharing plots before their government can even start delivering on their campaign promises

“Yes, the Mayor may be right that UPND cadres have the right to apply for plots but for ordinary citizens they will think it is too early for them to start sharing plots. People will think they formed government to share plots. We are here, lets wait and see” Stephen Chikuni said
