LAND can be a serious binding constraint to development of the country of not properly administered, says Lands and Natural Resource minister Jean Kapata
Ms Kapata said land played an important in uplifting and helping the vulnerable groups.
She said this when she delivered a ministerial statement in parliament yesterday in contributing to the President’s speech.
Ms Kapata said, the PF government through her ministry was determined to ensure that the Zambia had a national land policy before the end of the year.
The policy will help guide and promote equitable access to land, promote security of tenure especially for rural communities as well sustainable utilization of land thereby promoting development.
“Mr Speaker, while the ministry has taken long on the finalization of the policy, substantial progress has been made towards the finalisation of the national land policy.
“Sir the consultation process has taken this long to allow the ministry undertake in-depth and extensive consultations with various stakeholders whose interest are varying and complex,” said Ms Kapata.
And Ms Kapata also said efforts had also been made to align the policy to the seventh national development plan, the African Union Agenda 2063 and the Vision 2030 among others.
“I may mention that works to this effect had already started with the identification of clauses to be amended and formulation of proposals to replace those clauses that are impediment to desired goals and outcomes,” she said.
