NAKACHINDA IN TROUBLE OVER REMARKS ON SPEAKER

PF Member of the Central Committee and Chairperson of Information and Publicity Committee Raphael Nakachinda, risks being summoned by parliament for his negative comments on the Speaker in yesterday’s edition of the Daily Nation Newspaper.


This is after Lukulu East Member of Parliament Christopher Kalila rose on a point of order on whether the former Water Development minister was in order to cast aspersion on the office of the Speaker and calling into question her partiality and character.


Mr Nakachinda told the newspaper that the Speaker should detach herself from the ruling party to avoid degenerating the House into a partisan platform.


He is also quoted as saying Ms Mutti’s emotional attitude towards PF members in Parliament was worrying.
Mr Nakacinda claimed that Ms Mutti misconducted herself in the manner she treated Kabushi Member of Parliament Bowman Lusambo last week.


Mr Kalila who laid a copy of the newspaper on the table said the alleged contempt relates to an article in the Daily Nation newspaper of October 5, 2021 on page three under the headline “Stop being emotional- Nakachinda tells speaker”.
Secondly Mr Kalila asked the Speaker to rule on whether Mr Nakachinda is not in contempt of the house by uttering the remarks carried by the Daily Nation newspaper in Tuesday edition.
He said standing order 207 (2) b which relates to contempt of the house was very clear and protects the business of the house.


“Madam Speaker, arising from a very clear rule in the standing orders book, I seek your serious ruling on whether Mr Nakachinda was in order to cast aspersions on the office of the speaker and call into question your partiality and character,” he submitted.
The Speaker has since reserved her ruling on the point of order and said the matter will be investigated before a ruling is delivered.
