NKANA MP FUMES OVER ‘FISHY’ PROJECTS

IT is misconduct of the highest level for technocrats to start implementing Constituency Development Fund (CDF) projects without the knowledge of the Member of Parliament, ” Nkana Mr Binwell Mpundu has said.

Mr Mpundu said the MP was the custodian of the CDF and so technocrats at the council must ensure that the law maker was informed about every stage of the CDF projects in various wards of the constituency.

The former Kitwe District Commissioner reacting to the putting up of two containerised police posts in Mindolo and Nkana West under the 2020 CDF without his knowledge. 

Mr Mpundu said the conduct of technocrats at the council of not informing the MPs regarding CDF projects was one of the reasons why the law makers were demanding that they should be part of the council so that they could be following issues closely. 

“It is a serious anomaly, actually it is misconduct of the highest level for technocrats at the council to start implementing CDF projects without the knowledge of the MP. The MP must be informed about every stage of the CDF and its projects.

“The same projects of police posts they are talking about, they are containerized police posts to cost K200,000. Honestly, in this era, why should we put up containerized police posts, instead of putting up some permanent structure. No, let us put up something of quality standard,” Mr Mpundu said.

Mr Mpundu said, if he was informed about the two projects, he would have proposed that money was mobilised from within CDF and other sources to put up a modern Police Post instead of putting up a containerised Police Post as if Nkana was a village constituency.

He said he would get to the root of the matter to establish the truth and if there were individuals involved, he will ensure that those involved faced the wrath of the law

“From the time I was elected MP, I assumed the role of an overseer of Nkana constituency including CDF and other issues in the area. So, I should be informed on issues regarding the CDF whether 2017 or 2018 project, I should be informed.

“So I will get to the bottom of these funny CDF projects and if there were any underhand methods, I will ensure that those involved ware made accountable. I promise that those technocrats who want to play games with CDF will sharply differ with me,” he said.
