FORMER Konkola Copper Mine (KCM) Provisional Liquidator, Milingo Lungu, has raised preliminary issues (PI) opposing the application by the Attorney General to reverse the ruling of Constitutional Court Judge Martin Musaluke, which suspended all criminal proceedings in the subordinate court.
