THE pilot project for the national titling exercise by the Ministry of Lands has hit a snag in Kamwala area in Lusaka due to reluctance by most property owners to avail their details to officers getting the data.
Ministry of Lands public relations officer Diniwe Zulu told the media yesterday that while officers had been combing the area to gather data for the programme which would soon be rolled out throughout the country, the response has not been impressive due to the fact that most property owners were not resident in Kamwala.
Ms. Zulu said despite the ministry sensitizing property owners about the exercise using fliers and ZANIS public address system, the response has been low, a move which forced the ministry to establish a centre at Kamwala secondary school to encourage property owners to avail their data.
“We started this exercise with Madodo where we captured 1500 properties out of which 500 have already been validated. The exercise there was not as challenging as it is here because we have learnt that most of the property owners in Kamwala are not resident here and so, it is difficult to get the information we need from tenants.
And surveyor general Joseph Milango advised property owners to take advantage of the national titling exercise so that they could have legal right to the properties that they owned.
“People should look at this as a noble exercise which provides them an opportunity to have title for their property,” Mr. Milango said.
And Kamwala ward five councillor Moses Bwalya said he was indebted to Government for coming up with the project as it will afford people in his area an opportunity to have documents that proved ownership of their property.
Kamwala has 3,970 properties.
