THE 2017 Constituency Development Fund (CDF) will be disbursed using the 2006 guidelines as the Ministry of Local Government finalizes the CDF Bill, Local Government minister Vincent Mwale has said.
And Mr Mwale has dissolved all Constituency Development Fund committees countrywide to pave way for the establishment of new ones, as the Ministry of Finance was about to disburse the 2017 CDF.
“The 2017 CDF will be disbursed using the 2006 guidelines as the ministry is finalizing the CDF Bill to be tabled before Parliament for enactment in June this year, in line with the amended republican Constitution.
The minister requested all local authorities to submit names of nominees together with their CVs for the new CDF committee members in line with the 2006 guidelines.
Mr Mwale also said while the Government supported all local authorities’ efforts in getting rid of street vendors, Government policy was that alternative trading places must be provided before the vendors were removed from the streets.
He called for the co-operation of all stakeholders in this regard and urged other local authorities to consult with Chipata and Kitwe City Councils together with their Chingola counterparts who had so far successfully removed the vendors from the streets.
Mr Mwale cautioned some local authorities on the continued illegal land allocations, saying such vice would not be condoned.
He revealed that his ministry would soon be giving policy direction in terms of councilors’ entitlements because it had been observed that in the past, councillors allocated themselves land without any formal laid down procedures.
“Even President Edgar Lungu has given clear instructions for Government to bring sanity to councils in this regard,” he said.
