THE Patriotic Front (PF) are demanding the resignation of second deputy Speaker of the National Assembly Moses Moyo whom they have accused of presiding over the business of the house in a partisan manner.
The former ruling party have also acused Mr Moyo of having cultivated the propensity of breaching parliamentary standing orders by mistreating, maligning, ridiculing and threatening the opposition Members of Parliament in the House.
Leader of the Opposition in Parliament Brian Mundubile said the PF was consulting with other senior political functionaries and would soon be demanding the resignation of Mr Moyo as second Deputy Speaker for his uncouth parliamentary behaviour.
Addressing the media at Parliament yesterday after the opposition MPs walked out of the House in protest against Mr Moyo for his continued partisan rulings, Mr Mundubile said the opposition members in Parliament were not happy with the manner the presiding officers were handling the business of the House.
Mr Mundubile said the conduct by the second Deputy Speaker was negatively affecting many Zambians as they were being denied the opportunity to be fully represented in the National Assembly.
He said Mr Moyo was amenable to the same rules that applied to any Member of Parliament and that to continue with him as a presiding officer would be reducing the decorum of the House.
Mr Mundubile said Mr Moyo as a presiding officer should be impartial when presiding over matters in the house so as to ensure harmony and smooth running of the business in the house.
He said presiding officers should be reminded that Parliament is central and paramount to the democratic environment of the country adding that the deputy speaker has no powers to suppress elected Members of Parliament.
And Davison Mung’andu, the Chama South Member of Parliament charged that it was unacceptable that Mr Moyo continue disrespecting opposition lawmakers on account that he had turned himself into a praise singer.
Mr Mung’andu said it was high time Mr Moyo changed because the UPND had enough praise singers most of whom were suffering because the leadership of the governing party not paying attention to their political melodies.
And Matero Member of Parliament Miles Sampa who had earlier engaged in an altercation with the deputy speaker said Mr Moyo was a former member of the PF who benefited from a lot of road contracts from the previous government.
He said Mr Moyo made a lot money which he used to campaign as an independent MP after he was not adopted by the former ruling party.
Mr Sampa challenged Mr Moyo to refute the allegations that he benefited a lot from road contracts in Eastern Province adding that some of the feeder road contacts the new dawn government has cancelled were actually his.
