CONGRATULATIONS to my dear brother, Mwamba Peni II, who has been appointed as Permanent Secretary in charge of Remunerations based at Cabinet Office.
The 2016 Constitution set up the Emoluments Commission to which the PS is the Secretary.
Article 232 provides; (1) There is established the Emoluments Commission. (2) The Emoluments Commission shall determine, on the recommendation of the relevant authority or commission, the emoluments of public officers, chiefs and members of the House of Chiefs, as provided in this Constitution or as prescribed.
Despite the constitutional provision, the Emoluments Commission has not been established yet.
Most of the work such as salary negotiations and conditions of service for public service workers of the Commission is still being done by the Public Service Management Division (PSMD).
So Mwamba has an opportunity to push for the establishment and appointment of the Commission, operationalise both his office and that of the Commission.
