A WITNESS has told the Lusaka magistrate court that according to the investigations that she conducted, AVIC international did not build flats for former Home Affairs Minister, Stephen Kampyongo in Foxdale, Lusaka.
Meanwhile, Anti-Corruption Commission (ACC) senior investigations officer, Zangiwe Mulenga yesterday during cross examination told the court that Kampyongo’s international trip allowances were not added as part of his earnings for the period that he served as a minister.
This is in a matter in which Kampyongo 50, of House No. 31, Kudu Road, Kabulonga in Lusaka and his wife Chirwa, 42, a civil servant working as a Chief Planner at the Ministry of Youth, Sport and Arts, are charged with possession of properties valued at K29, 552, 513.00 suspected to be proceeds of crime.
Mr Kampyongo is facing four of the 11 counts while Chirwa faces eight counts.
It is alleged in the first count that Kampyongo and Chirwa with other persons unknown did possess property number F/135/4301 and property number F/179/4301 located in Eureka off Kafue Road valued at K11, 100, 000.00, property reasonably suspected of being proceeds of crime.
Chirwa is alleged to have between January 1, 2012 and September 30, 2022 in Lusaka, with other persons unknown did possess property number F/137/4301 and property number f/178/4301 suspected to be proceeds of crime.
Wanziya is also alleged to be in possession of property number L/2131/M/A/2/CL/10 valued at K1, 200, 000.00 located in Ibex Hil,l Lusaka; property number L/30168/m, property number L/30167/M located in Mikango, Lusaka valued at K2, 110, 000.00 and did possess K1, 382, 513.84 and K1, 200, 000.00 in two separate bank accounts held Indo Zambia Bank among other charges.
It is alleged that the value of the properties in possession of Wanziya exceed the verified sources of income.
In the last court hearing, a state witness, Mr Humphrey Silupya, a payroll Management and Establishment Control, PMEC assistant Director Personnel administration told the court Kampyongo’s gross payment was K6, 211, 971 million and his net payment was K 3, 607, 100 million.
At the same hearing, Ms Mulenga told the court that she made up her mind to warn and caution Kampyongo after her analysis of the evidence that showed that his earnings versus the properties he acquired had an excess of K2.4 million.
She said the properties that he allegedly owned were more than his earnings.
She had also disclosed how ACC received information from anonymous sources that Avic International has built flats for Kampyongo.
But during cross examination yesterday, Ms Mulenga when asked whether Kampyongo’s allowances from his international trips were part of his total earnings, she responded in the negative.
When asked whether Avic International constructed Kampyongo’s Foxdale property, the witness answered in the negative.
Asked if she knew when the property in Eureka which the ACC valued at K8.6 million was transferred to the accused, the witness also answered in the negative.
