Appointment of ministers is one thing. Deployment to ministries is another thing all together.
The sequence is as follows: first, one is appointed as a minister. After that, they are deployed to a ministry, elsewhere or nowhere.
For example, Hon Freedom Sikazwe was a minister. But he was not deployed to any ministry. He was instead deployed at State House. Hon. Silvia Chalikosa was appointed as a minister but not deployed to a ministry. She was instead deployed to the Vice President’s office. This is the somewhere group.
Hon Brigadier Godfrey Miyanda and H.E. Michael Sata were once upon a time appointed as ministers without portfolio. They were deployed nowhere. This is the nowhere group.
Put simply, being appointed as minister is one thing. Being deployed to a ministry; to other place; or nowhere, is another thing altogether.
Knowing the difference is important.
