US$20,000 to be sourced to disband ACC – Munir

Munir Zulu says he is ready to source about US$20,000 so that the constitution is amended to disband the Anti-Corruption Commission (ACC) for having become moribund and failing to investigate numerous corruption cases including the cancellation of the 19 Hunting Concession Agreements (HCAs) for which the High Court has ruled were illegally terminated.

Mr Zulu, the Independent Lumezi Member of Parliament (MP) has vowed to move a Private Member’s Bill to amend the Constitution to abolish the ACC because according to him, it had become moribund and incapable of ever fulfilling its mandate for which it was created.

Mr Zulu said as soon as Parliament resumes its session on February 13, 2023, he would move the Private Member’s Bill to disband the ACC and make it part of the Zambia Police Service.

He said amending the Constitution to abolish the ACC would cost between $10,000 and $20,000 and that he would make sure that the money was sourced for the purpose.

He said it was difficult to understand how ACC was failing to arraign the Ministry of Tourism for the illegal cancellation of Safari hunting tender when the High Court had clearly pronounced itself on the matter.

Mr Zulu said the ACC was nothing but a toothless bulldog that was being used by the Executive to pursue political opponents particularly those from the previous administration.

He said the ACC should have immediately moved to summon and arrest Ministry of Tourism Minister Rodine Sikumba and his Permanent Secretary Evans Muhanga after the High Court had declared the re-advertisement of Safari hunting tender illegal, null and void.

He said this when he featured on a television program on Diamond TV.
