Sampa faces ejection from APNAC

…Munir Zulu, the APNAC secretary general says Miles has issued a letter to congratulate ACC for prosecuting Kampyongo without consulting the membership, discloses Sampa comes to Parliament under the guard of heavily-armed State police

EXPELLED Matero Member of Parliament Miles Sampa is facing the risk of being ejected from the African Parliamentarians Network Against Corruption (APNAC) for issuing a statement on behalf of the secretariat congratulating the Anti-Corruption Commission (ACC) for prosecuting former Home Affairs Minister Stephen Kampyongo.

Munir Zulu, the APNAC Zambia Chapter secretary general said the secretariat is now calling for the annual general meeting at which a decision would be made to have Mr Sampa removed as leader of the organisation.

Mr Zulu, the Lumezi Member of Parliament and the general secretary of APNAC said Mr Sampa issued his statement congratulating the ACC prosecutors for prosecuting Mr Kampyongo without consulting the APNAC Zambia Chapter membership.

He has disclosed that it had been difficult to confront Mr Sampa about his action because the former Matero lawmaker was rarely at Parliament and that each time he appeared, he was escorted and guarded of heavily-armed police. 

He said all the APNAC members were caught off-guard that Mr Sampa had issued a statement which he did not share with other members of the APNAC and it had become clear that the former MP’s position had become unattainable and should therefore be removed.

Mr Zulu has called on all parliamentarians and the general public to ignore Mr Sampa’s letter to the ACC with the contempt it deserved because it did not have the blessings of the membership.

“Miles Sampa is the president of the APNAC Zambia Chapter and I am the general secretary. He (Miles) cannot do things without informing the membership of APNAC. He has issued a letter in the name of APNAC congratulating the ACC for prosecuting Stephen Kampyongo. That letter has no blessings from APNAC and it must be ignored with the contempt it deserves.”

None of the APNAC members have endorsed that letter and they have been asking me about who authorised the issuance of the letter…and we have not had a chance to confront him because he is rarely at Parliament. And each time he comes, he is under the guard of heavily-armed State police. Even Chabinga (Robert) is rarely here (Parliament). They just come to log in and after five minutes they disappear. So, as APNAC, we have called for an AGM and we are going to change leadership,” Mr Zulu said.

Mr Zulu said Mr Sampa had also changed the personnel at the APNAC secretariat and had allegedly brought in a lady only known as Hazel to run the administrative functions of the secretariat.
