GIVEN Lubinda has challenged President Hakainde Hichilema to use his constitutional powers to appoint the remaining eight of the 12 UPND female Parliamentarians into Cabinet instead of asking for constitutional amendments before he could increase the number of women in his Cabinet?
And Mr Lubinda, the Patriotic Front (PF) vice president has challenged the head of State to balance up the nominated Members of Parliament by dropping two of his nominated lawmakers and in their place nominate two women so that there should be an equal number of both male and female nominated Legislators.
