LIMITING outreach for suppliers in the fuel industry is a conduit for abuse and Parliament should revisit the emergency powers of the Energy Minister, says Dr Kafula Mubanga, the president for Oil Marketing Companies Association of Zambia (OMCAZ),
Dr Mubanga said Energy Minister Peter Kapala had abused the open source policy by creating a crisis so that only one local bidder is picked from a minimum of three like was the case of Agro-Fuel Investments in the Tazama Pipelines Limited.
The project, which Tazama said in its notice did not constitute award of contract involves supply and delivery of two cargo shipments of 100, 000 metric tonnes each of low gas oil at the cost of US$87, 595, 000 in Lot 1 and another US$87, 595, 000 in Lot 2.
