Our systems are dysfunctional – Miti

THAT the Zambia Police Service did not know the abduction of 13 girls including Pamela Chisumpa is a revelation of a disturbing level of dysfunction and absence of basic professional and family order, Laura Miti has observed.

Ms Miti, a member of the Human Rights Commission (HRC) said the disappearance of the 13 girls, with nine from the same school had exposed how the country’s systems have broken down.

She is shocked that 13 girls were abducted and kept hostage for months on end yet the general public was blissfully unaware of the absence of the girls both from their school and the police.

In her facebook posting, Ms Miti said it was shocking that even some of the parents and guardians to some of the girls who were abducted could not notice the disappearance of their children until after the girls were rescued by neighbours in a house in Lusaka’s Chalala area.

Ms Miti wondered how it was possible that the school where the nine girls were students failed to notice their absence.

She also questioned how it was that parents could not notice that their children were missing under the explanation that they believed that the girls were in school

“Thirteen girls have disappeared, nine from the same school, and our systems are so broken that the public is blissfully unaware. No warning to alert others to be careful, no requisite panic. Not even the police know. We are in trouble.

“The abduction story is revealing a disturbing level of dysfunction and absence of basic professional and family order in Zambia,” Ms Miti said in her facebook posting.

She said what she could not understand was that nine students from a single institution could stop attending class and the school administration found it absolutely normal and could not follow up.

“Not a single person in administration follows up even one of them? Does that mean students come and go into this college without anyone knowing? Is this an institution of learning or Chicagos?  Ms Miti wondered.
