E-Voucher was never meant to discriminate against any region – Lubinda

THE UPND used the Farmer Input Support Programme (FISP) Electronic Voucher System which was implemented in regions that were receiving less rainfall such as Western, Southern and Lusaka Provinces as a campaign tool against the Patriotic Front (PF) by characterising the system as discrimination against the people in the regions, Given Lubinda has said.

Mr Lubinda, the Patriotic Front (PF) vice president says the UPND soon after forming government worked to destroy the FISP and claimed that it was being implemented discriminately when in fact the system was working to balance agriculture production between regions that were perennially experiencing droughts and those which were receiving adequate rainfall for maize production. 

Mr Lubinda, who was the Minister of Agriculture under President Edgar Lungu in 2015 said regions such as Southern, Western and Lusaka provinces, the southern part of the Eastern Province and the western part of Central Province were under the FISP Electronic Voucher system because weather evidence was that they were receiving less and less rainfall.
