The controversial letter from the DPP  Leaked by the DEC was meant to embarrass President Hakainde Hichilema and in the process cast doubt at Government”s commitment to the fight against corruption.

And now an intensive internal investigation has been launched to identify the person responsible, which person must have been aware of the discussions taking place at various levels.

Sources at Drug Enforcement Commission said nothing was being  left to chance to identify the person responsible for this and many other leakages that had characterized operations of the institution.

“Clearly someone was not happy with what was going on with regard to the Milingo negotiations and decided to leak the letter to scuttle the plan.” The source said.

The controversial letter written by Director of Public Prosecutions Lillian Siyuni  to Director General of the Drug Enforcement Commission (DEC) Mary Chirwa,  sough an explanation for the re-arrest of KCM Liquidator against whom she had entered a Nolle.

UPND Lusaka Province deputy youth chairperson Anderson Banda  however said the letter was leaked by Patriotic Front (PF) surrogates aimed at embarrassing President Hakainde Hichilema,

Mr Banda said that it was evident that PF surrogates at the DEC probably meant to divert the attention of the incompetence of the DPP.

He said that the president was nowhere near that letter and that people were just trying to undermine his authority.

“For me it’s evident that the masterminds maliciously leaked that letter to implicate State House as being part and parcel of the Milingo Lungu debacle,” he said.

Mr Banda said that even if the DPP had given a nolle to Lungu if fresh charges arose the DEC had the authority to rearrest him again.

He said the president had so many important issues to deal with rather than focus on the issue of the DPP who had been compromised.

“I’m sure that letter was fabricated by Milingo, the same DPP and their friends to twist the attention of the people of Zambia,” he said

He said some criminals had regrouped and were trying to fight the president and that they had also compromised the DPP who was on their side.

But Republican Party President Wright Musoma has  charged  that the person that leaked the letter was a UPND cadre who was not happy with the deal that had been struck by the state and former Konkola Copper Mines (KCM) Liquidator Milingo Lungu.

He said that most members of the UPND were not happy with the deal hence they were forced to leak the letter for the country to see what was going on behind closed doors.

“It’s obvious that the people that leaked the DPP letter are UPND members, some of whom are at the DEC because they failed to stomach the betrayal at the hands of the state,” he said.
