GOVERNMENT should criminalise torture and other cruel, inhuman or degrading treatment or punishment as a demonstration of its commitment to ending the violations and meeting its international human rights obligations, the Human Rights Commission has said.
And the human rights body has called for the arrest of police officers who allegedly tortured an old woman, only known as Mary Mwansa in Mpongwe who had complained about a police officer who allegedly defiled her 14-year-old daughter.
