GOVT SEALS PROCUREMENT LOOPHOLES

AN electronic learning module for the electronic Government Procurement (E-GP) system which will enhance transparency and accountability has been developed by the Public Procurement Authority (ZAPPA). The e-learning module to be rolled out this month will enhance efficiency, accountability and integrity in public procurement, according to the ZAPPA Director General, Idah Chella. Ms Chella explained that ZPPA had been undertaking activities to promote the use of the E-GP system by procuring entities and suppliers. Addressing Journalists in Lusaka yesterday, Ms Chella explained that the use of this system by the procuring entities or suppliers would result in enhanced transparency and accountability in the public procurement. “The starting point in the promotion of the use of the E-GP system is that the Authority undertakes electronic readiness assessments to ascertain the level of preparedness in the use of the E-GP systems by the procuring entities or suppliers,” she said. Ms Chella however indicated that in the third quarter of this year, ZPPA undertook electronic readiness assessment in nine procuring entities in Lusaka. “The finding were that all the procuring entities assessed met the requirements for the use of the E-GP system. “Most procuring entities have invested in infrastructure for internet connectivity, have adequate and modern Information Communication Technology equipment,” she said.
