A SENIOR citizen in Kasempa district has observed that some civil servants that have over stayed in the district are frustrating government efforts.
Mr Godfrey Lutuna who is also district chairperson for Freedom Fighters Association told the Daily Nation in an interview that some civil servants in certain departments were ever busy frustrating government efforts.
He said there are cartels formed within the civil service for the purpose of frustrating government efforts because of over staying.
‘’Most civil servants have stayed and worked in the district for over 20 years and doing nothing, and we feel there is need to start transferring them to other districts,’’ Mr Lutuna said.
He said government was undertaking a lot of projects in the district but the projects are not being well implemented due to lack officers with a passion for work.
‘’And because of that, government was being made unpopular because of such officers in the public service.
And others have even gone as far as engaging in partisan and politics, which shouldn’t the case,’’ he said.
He said other areas have developed because civil servants do not engage in partisan and politics.
‘’But here we have people that are biting a figure that is feeding them,’’ he added.
