THE huge amounts of money being wasted on the Constituency Development Fund (CDF) can be used to construct houses which the councils could rent out and use it as a source of revenue,’’ Mwenya Musenge has said.
Mr Musenge, the interim president of Advocates for People’s Prosperity (APP), said the increased CDF shall not yield desirable results of alleviating poverty and that the best was to use the funds was to invest it in shelter through the construction of houses which could be rented to people by councils
In an interview in Kitwe, Mr Musenge said using CDF to construct houses and allowing them to be rented out by the councils would help restore the source of revenue which the local authorities had lost when the MMD decided to sell council houses to sitting tenants
“When the MMD decided to sell houses to sitting tenants, it robbed the councils of the much needed revenue it was getting from the houses it was renting out to people. So, this increased CDF should be used to construct houses which the councils should be renting out to people.”
“This will help restore the source of revenue which the local authorities had lost when the houses were sold to siting tenants. To tell you the truth, this will be a good investment instead of the cooperatives which are being formed under CDF,’’ Mr Musenge said.
